Chairman Pham Thanh Ngai Urges Hung Thanh Commune to Boost Pineapple Value
(DTO) On August 18, Mr. Pham Thanh Ngai, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, together with leaders of provincial departments and agencies, held a working session with the Standing Committee of the Hung Thanh Commune Party Committee on the commune's socio-economic development, national defense and security, and Party building in 2026.

During a survey of the MD2 pineapple growing area in the commune, Chairman Pham Thanh Ngai acknowledged the difficulties faced by farmers in cultivating and marketing MD2 pineapples.
At the working session, the Hung Thanh Commune Party Committee reported on the results achieved in the past period. Accordingly, the commune's socio-economic situation has continued to develop, while public order, national defense and security have been maintained. By the end of 2026, the commune's economy is expected to sustain growth, targeting a rate of 10.12% (surpassing the resolution target of 9.7%).
Average per capita income is estimated at approximately VND 75.5 million per year. The economic structure is shifting positively, with industry and construction accounting for the largest share at 45.64%, followed by agriculture, forestry and fisheries at 32.03%, and trade and services at 22.33%. The three main growth drivers have been identified as industry and infrastructure, high-value agriculture (with a focus on pineapple production), and trade and services.
As of August 12, total local budget revenue had reached VND 21.2 billion, equivalent to 60.58% of the overall estimate. Excluding land-use fees, the figure reached 70.18% of the estimate.
Public investment capital totaled approximately VND 14.9 billion for 13 projects, mainly rural transport infrastructure. To date, two projects have been completed and commissioned, while nine others are under construction, with completion rates ranging from 70% to 90%. The disbursement rate has reached 63.7%, with the commune aiming for 100% disbursement before the end of September 2026.
Medical check-up coverage has reached 62.01% of the population, with the target of reaching 100% by November 2026. Meanwhile, the health insurance activation rate under the Electronic Health Record campaign has reached 52.57%, ranking second in the province. The commune aims to have more than 90% of its population registered for electronic health records and social security accounts activated by October 20, 2026.


Speaking at the working session, Chairman Pham Thanh Ngai praised the commune for the results achieved, noting that the Party Committee and People's Committee had closely followed the directions of higher-level authorities and effectively carried out their assigned tasks.
He asked the Party Committee to continue improving the effectiveness, efficiency and accountability of leaders in promoting local socio-economic development. Commune leaders need to adopt new ways of thinking and working, arrange officials and public employees in positions appropriate to their professional qualifications, and closely monitor the progress of implementation. At the same time, the commune should build on the results achieved through the operation of the two-tier local governance model.
The commune should continue implementing its planning and conduct detailed reviews of the planned areas for industrial development and pineapple cultivation to ensure appropriate infrastructure development. Regarding pineapple production, Hung Thanh Commune, as well as other communes in the Tan Phuoc region, should develop plans to promote and introduce the brand and adopt solutions to enhance the value chain.
The commune should also focus on implementing national target programs. In particular, the new-style rural commune development program requires a review of the criteria so that implementation can be expedited, while coordination with provincial departments and agencies should be strengthened to promptly address bottlenecks.
