Dong Thap Marks 80th Anniversary of Civil Judgment Enforcement Traditional Day

(DTO) On the afternoon of July 10, the Civil Judgment Enforcement Department of Dong Thap Province held a ceremony to commemorate the 80th anniversary of the Traditional Day of Vietnam’s Civil Judgment Enforcement sector (July 19, 1946 – July 19, 2026). 

Attending the event were Mr. Pham Thanh Ngai, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee, and Head of the Provincial Steering Committee for Civil Judgment Enforcement; and Ms. Tran Thi Phuong Hoa, Deputy Director General of the Civil Judgment Enforcement Administration.

On July 19, 1946, President Ho Chi Minh signed a decree regulating procedures for enforcing court judgments and orders. The document marked a historic milestone, laying the foundation for the establishment and development of Vietnam’s civil judgment enforcement system.

Over the past 80 years of construction and development, the civil judgment enforcement sector has stanchly accompanied the nation’s revolutionary cause while continuously strengthening its organisational structure, improving its legal framework, enhancing the quality of its workforce, and increasing operational effectiveness. Its work has contributed to upholding the rule of law, maintaining social order and stability, and protecting the legitimate rights and interests of the State, organisations, and citizens.

Following the merger of the two provinces, the Civil Judgment Enforcement Department of Dong Thap Province quickly stabilised its organisational structure, promoted solidarity and unity, and ensured uninterrupted operations to effectively serve people and businesses. In recent years, the provincial civil judgment enforcement sector has consistently met and exceeded many targets on case settlement and asset recovery assigned by the National Assembly, the Government, and the Ministry of Justice. It has actively handled major cases involving banking and credit, corruption, and economic crimes, contributing to improving the investment environment, maintaining security and public order, and supporting the province’s socio-economic development.

On behalf of the provincial leadership, Chairman Pham Thanh Ngai acknowledged and commended the dedication and strong sense of responsibility demonstrated by the province’s civil judgment enforcement officials.

He noted, however, that the sector continues to face numerous challenges. The number of cases and the value of assets subject to enforcement have continued to increase, with many involving large sums and highly complex circumstances. Difficulties also remain in verifying and handling assets. At the same time, growing demands for judicial reform, digital transformation, and improved public services require further improvements. In some localities, Party committees and authorities have yet to give adequate attention to civil judgment enforcement, while coordination among agencies has not always been sufficiently close. These challenges, he said, require the sector to continue making comprehensive reforms in management thinking, organisational methods, and inter-agency coordination.

Emphasising that civil judgment enforcement is essential to ensuring the practical effectiveness of judicial authority, Chairman Pham Thanh Ngai said that effective enforcement determines whether court judgments and decisions are fully implemented in society. If court rulings are not enforced promptly and comprehensively, the legitimate rights and interests of concerned parties cannot be fully protected, while the credibility and effectiveness of the judiciary will be undermined.

Building on the achievements of the past eight decades, Chairman Pham Thanh Ngai urged the provincial Civil Judgment Enforcement Department to continue improving the quality and efficiency of enforcement activities, with priority given to resolving all enforceable cases, major cases, and those involving corruption, economic crimes, and banking and credit, while minimising prolonged complaints and petitions.

Concurrently, he called for accelerating digital transformation and expanding the application of information technology and Artificial Intelligence (AI) in management, administration, statistical work, and case progress monitoring to build a modern, transparent, and professional public administration.

In addition, the sector should continue building a contingent of officials and civil servants with strong political commitment, high professional competence, exemplary ethics, solid expertise, integrity, discipline, and dedication to serving the people. It should strengthen administrative discipline, prevent corruption and misconduct in public service, enhance the role of the Provincial Steering Committee for Civil Judgment Enforcement, and improve coordination among courts, procuracies, police, departments, sectors, and local authorities to promptly resolve complex and prolonged cases.

Chairman Pham Thanh Ngai expressed confidence that, with its tradition of solidarity, resilience, responsibility, and innovation, together with the leadership of the Ministry of Justice, local Party committees and authorities, and the close coordination of relevant agencies, the provincial civil judgment enforcement sector will continue to uphold its proud tradition, successfully fulfil all assigned tasks, contribute to building a clean and strong judiciary, uphold justice and the rule of law, and better serve Dong Thap’s rapid and sustainable development in the new era.
