Dong Thap Provincial People’s Council: Upholding Responsibility to Accomplish 2021–2026 Tenure Tasks

(DTO) On the morning of February 27, the Dong Thap Provincial People’s Council convened a conference to review the operations of the 10th Provincial People’s Council for the 2021–2026 term and evaluate its operational results.

The conference was attended by representatives of the State Audit Office of Vietnam - Regional Office No. IX. Provincial leaders in attendance included: Mr. Ngo Chi Cuong, Member of the Party Central Committee, Secretary of the Provincial Party Committee and Head of the 15th National Assembly (NA) Delegation of Dong Thap; Mr. Phan Van Thang, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial Vietnam Fatherland Front Committee; Ms. Chau Thi My Phuong, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People’s Council; Mr. Pham Thanh Ngai, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; along with members of the Provincial Party Standing Committee, the Standing Committee of the Provincial People’s Council, leaders of the Provincial People’s Committee, the Provincial NA Delegation, former leaders of the Provincial People’s Council, and leaders of various provincial departments and agencies.

During the 2021–2026 term, the Dong Thap Provincial People’s Council continuously innovated its operational methods, staying close to local realities to effectively fulfill its role as an organ of state power, representing the will and aspirations of the People.

Closely following the directions of the Central Government, the Provincial Party Committee, and practical requirements, the 10th Dong Thap Provincial People’s Council successfully organized 49 sessions throughout the term. This included 19 regular sessions and 30 thematic or extraordinary sessions to promptly consider and issue resolutions tailored to local conditions.

The preparation for these sessions was carried out meticulously, with close coordination between the People’s Council, the People’s Committee, and the Vietnam Fatherland Front at the same level. Notably, the application of information technology through the "Electronic Office" ensured the full and timely provision of documents to deputies, enabling sessions to be conducted scientifically and efficiently.

As a result, the Provincial People’s Council issued a total of 794 resolutions (including 274 legal normative resolutions and 520 specific resolutions). These resolutions ensured constitutionality, legality, and feasibility, creating a solid legal corridor for socio-economic development and ensuring local defense and security.

During the past term, the Provincial People’s Council also conducted 97 thematic oversight and survey missions. Through explanation sessions and direct questioning at meetings, Delegates raised 52 pressing issues of public concern and requested explanations for 13 critical matters.

The Dong Thap Provincial People’s Council effectively maintained voter contact through 13 organized rounds. A total of 1,953 meetings were held with 142,245 voters attending, recording 12,374 comments and petitions. 
Additionally, citizen reception work was maintained regularly with 349 sessions, while 1,740 complaints and denunciations were received and processed according to regulations.

Speaking at the conference, Party Secretary Ngo Chi Cuong recognized and highly appreciated the sense of responsibility and integrity of the 10th Provincial People’s Council deputies. Amidst a large volume of increasingly complex work, the Provincial People’s Council demonstrated solidarity and close coordination between agencies, creating a collective strength to complete strategic tasks and goals.

The Provincial Party Secretary emphasized: As we move into the 2026–2031 term, the requirements for the Provincial People’s Council will be greater and more comprehensive. 2026 is the first year of implementing the Resolution of the 1st Provincial Party Congress and marks the stage where Dong Thap province officially operates stably following the restructuring of administrative units. 

With this spirit, the Provincial Party Secretary proposed six key areas for deputies to research and materialize in the coming time.

The Provincial Party Secretary expressed confidence that, with the solid foundation built, the Provincial People’s Council for the 2026–2031 term will continue to enhance its operational quality, focusing on core issues to contribute to building a fast and sustainably developing Dong Thap.

The Provincial Party Secretary also stressed the importance of preparing for the upcoming elections for the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term. 

He requested that Party committees, authorities, the Fatherland Front, and socio-political organizations focus on strict leadership and direction, ensuring full preparation according to legal regulations. He emphasized that personnel work must be conducted democratically and objectively, meeting criteria and structures, while communication work should be widely deployed to create high social consensus.

With the tradition of solidarity, responsibility, and the consensus of the entire political system and the provincial people, the Provincial Party Secretary believed that the upcoming election would be democratic, lawful, safe, economical, and successful—selecting truly exemplary deputies in quality, capacity, and prestige, worthy of representing the will and aspirations of the People.

Speaking at the conference, on behalf of the Standing Board of the provincial People’s Council, Ms. Chau Thi My Phuong respectfully acknowledged and fully absorbed the directives of the Provincial Party Secretary.

She affirmed that these are important orientations for the provincial People’s Council to continue effectively performing its functions and tasks. In the coming time, the Standing Board and delegates of the 2026–2031 tenure will thoroughly grasp and concretize these directives in working programs, continue renewing operations, apply science and technology and promote digital transformation, thereby making practical contributions to the province’s sustainable development.

On this occasion, the Provincial People’s Committee presented Certificates of Merit to 13 collective units and 46 individuals for their outstanding achievements in the activities of the Provincial People’s Council during the 2021–2026 term.
