Dong Thap Targets 100% of Export-Oriented Key Crop Areas to Obtain Production Unit Codes by End-2027

(DTO) To meet the requirements of import markets while enhancing the quality, value-added, and competitiveness of local agricultural products, the Dong Thap Provincial People's Committee has issued a plan on the issuance and management of Production Unit Codes (PUCs) and Packing House Codes (PHCs) across the province for the 2026–2030 period.

Dong Thap is accelerating the issuance of PUCs and PHCs.

The plan's primary objective is to implement the issuance and management of PUCs and PHCs in a comprehensive and effective manner throughout the province. This initiative will ensure strict compliance with legal regulations, as well as requirements on product traceability, phytosanitary control, food safety, and import market standards, thereby improving the quality, added value, and competitiveness of Dong Thap's agricultural products.

Particular emphasis will be placed on developing concentrated production areas and raw material zones serving both domestic consumption and exports, integrated with value chain linkages. At the same time, the plan aims to enhance the awareness and responsibility of organizations and individuals in maintaining the conditions required for PUCs and PHCs and complying with the regulations of importing markets.

During the 2026–2030 period, the province will synchronously implement the establishment, issuance, and management of PUCs and PHCs. This will ensure that 100% of eligible production units and all export-oriented packing houses are granted, managed, and maintained in accordance with regulations, while fully meeting traceability requirements and the standards of importing markets. 

Regarding PUCs, the province will establish and issue new codes for 100% of eligible areas. A total of 159,779 hectares are expected to be newly coded during the 2026–2030 period, including 52,214 hectares of rice and glutinous rice, 89,737 hectares of perennial crops (including fruit trees and coconuts), and 17,829 hectares of annual crops. 

Each year, priority will be given to issuing PUCs for concentrated production areas, key crop production zones, and production areas linked to product consumption and exports. By the end of 2027, the province aims for 100% of export-oriented key crop areas to be granted PUCs.

By 2030, the total area granted and maintaining PUCs across the province is expected to reach 377,722 hectares, comprising 203,082 hectares of rice and glutinous rice, 153,440 hectares of perennial crops, and 21,200 hectares of annual crops.

In terms of PHCs, the province aims for 100% of eligible agricultural product pre-processing, processing, and packing facilities serving exports to be granted and managed under the PHC system by 2030. Annual inspections and supervision will be conducted for 100% of issued PUCs and PHCs to ensure continued compliance. Relevant information will be promptly updated and managed in a digital database, including data on production area, output, production processes, pest status, food safety, and product traceability.

Each year, 100% of organizations and individuals holding PUCs and PHCs will receive communications, training, and guidance on complying with Vietnamese regulations and the requirements of importing countries. Efforts will also focus on strengthening their capacity to maintain code conditions, conduct self-monitoring, keep production records, and implement traceability in accordance with regulations.

To achieve these targets, the Dong Thap Provincial People's Committee has outlined four groups of tasks and solutions, while assigning specific responsibilities to relevant departments, sectors, local authorities, and agencies for implementation.
