Dong Thap: To Develop 18 More Industrial Parks by 2030
(DTO) Dong Thap Province plans to develop 18 additional industrial parks (IPs) by 2030 under a newly issued implementation plan for industrial park development in the 2026 - 2030 period, Mr. Nguyen Nhat Truong, Head of the Dong Thap Economic Zone Authority, said on July 4.

Under the plan, the province will develop 18 new IPs covering approximately 4,912 hectares by 2030. These include four IPs currently under construction with a combined area of more than 1,113 hectares, and 14 IPs covering 3,799 hectares that have been prioritized for investment attraction in line with the adjusted Dong Thap Provincial Master Plan for the 2021–2030 period, with a vision to 2050.
Dong Thap currently has six operational industrial parks, namely Sa Dec IP, Tran Quoc Toan IP, Song Hau IP, My Tho IP, Tan Huong IP and Long Giang IP, with a combined planned area of 1,070 hectares. Of the 799.83 hectares designated for industrial use, 744.96 hectares have been leased, resulting in an occupancy rate of 93.14%. The parks have attracted 182 investment projects, including 102 foreign direct investment (FDI) projects and 80 domestic direct investment (DDI) projects, with cumulative registered capital exceeding VND 90.65 trillion.
Most of the remaining industrial land consists of small, fragmented plots, making it difficult to attract large-scale investment projects. Infrastructure developers have therefore been instructed to review all unleased land parcels and intensify investment promotion efforts targeting projects with land-use requirements that match the available sites in order to achieve full occupancy.
For industrial parks currently under development, the province is accelerating compensation and site clearance, infrastructure construction, and the resolution of project-specific obstacles.
Specifically, Binh Dong IP is carrying out compensation and land clearance. Compensation plans have been accepted by 441 of 885 households, while 243 of the 441 affected households have received compensation payments totaling VND 518.07 billion out of the planned VND 900 billion. According to the implementation schedule approved by the provincial People's Committee, the park is expected to be completed and become operational in 2028.
Meanwhile, Tan Phuoc 1 IP is implementing its first phase covering 360 hectares. Land clearance has been substantially completed, with 341 hectares recovered out of 358.92 hectares, equivalent to 95% of the required area. The infrastructure investor is completing land lease procedures to begin infrastructure construction in 2026, with commercial operations expected in 2028. The provincial People's Committee has also approved an additional 110 hectares of industrial land for the project's second phase.
At Tan Kieu IP, compensation and site clearance have been completed and the entire site has been leveled. However, technical infrastructure construction has yet to commence due to the infrastructure investor's financial constraints.
As for the Soai Rap Petroleum Services Industrial Park, the province plans to select the infrastructure investor in 2026, begin infrastructure construction in 2027, and put the project into operation in 2028.
Under the province's industrial park development strategy, Dong Thap will prioritize the development of another 14 industrial parks by 2030. Among them, Tan Phuoc 2 IP and Cao Lanh III IP have already completed detailed zoning plans and are ready for investment promotion.
A developer has already registered to invest in Tan Phuoc 2 IP. The project is expected to receive investment policy approval in 2026, with land clearance and infrastructure construction scheduled for completion in 2028, allowing operations to commence in 2029.
The province is also prioritizing zoning plans in 2026 for six industrial parks with favorable locations, land availability and high implementation feasibility, namely My Phuoc IP, Tan Phuoc 3 IP, Go Cong IP, Tan Phuoc 4 IP, Tan Phuoc 5 IP and Lai Vung IP, to facilitate investment promotion. Infrastructure investors have already expressed interest in these projects. The province expects to complete planning in 2027, approve investment policies the same year, carry out land clearance and infrastructure construction, and put the projects into operation in 2030.
For the remaining six industrial parks—Tan Phuoc 6, Tan Phuoc 7, Tan Phuoc 8, Tan Phuoc 9, Tan Phuoc 10 and Hoa Tan IP—planning is scheduled for 2027, followed by investment promotion in the same year. Compensation, land clearance and infrastructure construction are expected to be completed in time for all six parks to commence operations in 2030.
To achieve the objectives of the plan, Dong Thap will implement a comprehensive package of measures. The province will enhance public communication, disclose planning information and investment project portfolios, and further institutionalize industrial park development orientations set out in the provincial master plan.
The province will also formulate practical and effective investment promotion programs, diversify approaches to attract investment in both industrial park infrastructure and secondary projects, and prioritize FDI projects with high scientific and technological content, advanced technologies, green, clean and circular industries, and low labor intensity.
At the same time, Dong Thap will continue upgrading technical infrastructure in existing industrial parks, improve occupancy rates and enhance their overall operational efficiency. State budget resources will be used effectively to invest in technical infrastructure outside the industrial park fences in order to strengthen connectivity.
Another key solution is to complete regulations governing state management of industrial parks to ensure effective and law-compliant administration. The province will also develop a digital database for industrial parks, gradually digitise industrial park management, accelerate digital transformation and expand the application of science and technology across industrial parks.
To ensure the effective implementation of the industrial development plan, the Dong Thap Provincial People's Committee has assigned specific responsibilities to relevant departments, agencies and local authorities.
