Ha Tinh Delegation Shares, Learns from Dong Thap's Experience

(DTO) On August 15, Mr. Nguyen Thanh Dieu, Vice Chairman of the Dong Thap Provincial People's Committee, received and held a working session with a Ha Tinh delegation led by Mr. Ho Huy Thanh, Vice Chairman of the Ha Tinh Provincial People's Committee, to exchange insights and learn from Dong Thap's experiences in implementing the Law on Geology and Minerals and related regulations.

Over the past period, Dong Thap Province has designated the supply of leveling materials for expressways, key national projects, and defense-security infrastructure as a top priority requiring swift, effective execution in accordance with the law. This effort directly drives the “500-Day-and-Night Emulation Campaign to Complete 3,000 km of Expressways” launched by the Prime Minister.

For expressway projects, the provincial People's Committee has licensed 32 sand mines to supply seven key national expressway projects and Ring Road 3. The licensing of these mines adhered to the 2010 Law on Minerals and relevant resolutions of the National Assembly and Government.

For public investment projects, the provincial People's Committee has allocated four licensed sand mines to supply provincial works, with a licensed reserve of 5.9 million cubic meters. Regarding projects executed under emergency orders, four mines have been deployed to serve the Ca Mau - Cai Nuoc and Cai Nuoc - Dat Mui expressways, as well as the road from Dat Mui to Hon Khoai Port, with total reserves of approximately 1.56 million cubic meters. The exploitation dossiers for these mines are currently being prepared under the amending Law on Geology and Minerals. Exploration licenses have been granted, and contractors are conducting reserve exploration drilling.

Since the Government issued Resolution No. 66.4 on September 21, 2025, on specific mechanisms and policies to resolve bottlenecks in implementing the 2024 Law on Geology and Minerals, Dong Thap has not yet granted any mineral mining licenses under these special mechanisms. Applications currently under appraisal strictly comply with the Law on Geology and Minerals and its subsequent amendments. 

In Ha Tinh, meanwhile, the provincial People's Committee has so far demarcated 21 soil and leveling sand mine areas as areas exempt from mining rights auctions, enabling fast-tracked licensing under the special mechanisms of Resolution No. 66.4 for public investment and non-state budget projects. 

Speaking at the working session, Vice Chairman Ho Huy Thanh said Ha Tinh will execute a number of major projects in the coming period involving complex issues related to natural resources, the environment, land, infrastructure, and legal procedures.

Therefore, the delegation aims to learn from Dong Thap's experience in managing, organizing, and monitoring the implementation of major, key projects moving forward.

In particular, for large-scale projects using both state budget and non-state budget funds, the key issue is how to accelerate implementation while ensuring investment efficiency, regulatory compliance, and operational safety.

According to Vice Chairman Ho Huy Thanh, the push for decentralization, delegation of authority, and administrative streamlining is intensifying. While this creates favorable conditions for development, it also places exceptionally great demands on management.

He emphasized that decentralization and delegation of authority do not mean lax management. The more authority is delegated, the greater the responsibility, inspection, and supervision. Urgent tasks must be prioritized, while simultaneously establishing a strict, transparent, and effective management mechanism, particularly for projects involving substantial resources and affecting the state budget, natural resources, the environment, and people's lives.

Speaking at the working session, Vice Chairman Nguyen Thanh Dieu stressed that localities should strengthen the exchange of experience, coordinate research efforts, and proactively seek joint solutions, particularly regarding geology, minerals, and sources of construction materials.

The approach, Dieu said, should not be to simply wait for central government intervention. Localities need to proactively coordinate, share data and experience, and work together to resolve difficulties. The meeting provided an opportunity for the two provinces to share insights and jointly identify emerging issues, particularly those related to geology and minerals, thereby proactively seeking solutions suited to each locality's realities and the broader development requirements of the region.
