Ms. Dang Thi Thu Uyen Elected President of Dong Thap Red Cross Society for 2026-2031 Term

(DTO) On July 6, the 1st Provincial Congress of the Vietnam Red Cross Society of Dong Thap for the 2026-2031 term was held at the Ap Bac Hall of the Provincial Convention Center.

Attending the congress were Mr. Nguyen Minh Thong, Standing Committee Member of the Central Committee of the Vietnam Red Cross Society and Head of the Inspection Board of the Vietnam Red Cross Society; Mr. Phan Van Thang, Standing Deputy Secretary of the Dong Thap Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Dong Thap Province; Mr. Dinh Van Dung, Standing Committee Member of the Provincial Party Committee, Standing Vice Chairman of the Vietnam Fatherland Front Committee of Dong Thap Province; representatives of provincial departments, agencies, mass organizations, businesses, benefactors, and 270 official delegates representing Red Cross officials, members, volunteers, and youth across the province.

In the opening address, the Congress Presidium emphasized that the 1st Provincial Congress marks a significant milestone following the merger of local Red Cross organizations, ushering in a new phase of operation with a broader scope, higher expectations, and greater responsibility in humanitarian and social welfare work. 

According to the political report presented at the congress, during the 2022-2027 term, Red Cross organizations at all levels effectively fulfilled their role as the core force, connector, and coordinator of humanitarian activities. They also adopted more innovative approaches by mobilizing social resources to better support poor, disadvantaged, and vulnerable people. 

During the term, humanitarian activities were valued at nearly 1 trillion VND, aiding more than 4.5 million beneficiaries, an increase of 1.27 times compared to  the previous term. Following the organizational merger, Red Cross organizations were fully established in all 102 communes and wards across the province, with grassroots congresses successfully completed. The provincial network now includes more than 55,000 members, 6,673 volunteers, and 2,575 local chapters.

A number of humanitarian movements and campaigns continued to deliver meaningful results, including “Compassionate Lunar New Year,” “Humanitarian Month,” and “Good People, Good Deeds - Building a Compassionate Community Together.” Community initiatives such as free patient transport, charitable kitchens, Red Cross houses, free medical checkups and medicines, and livelihood support also provided practical assistance to disadvantaged residents. 

Community healthcare, voluntary blood donation, and community-based first aid programs also recorded positive outcomes. During the term, Red Cross branches provided free medical checkups and medicines to nearly 1.9 million people, maintained an effective community first-aid network, and collected 57,502 units of blood, nearly 120% of the assigned target. 

Guided by the motto “Unity - Innovation - Professionalism - Effectiveness,” the Dong Thap Red Cross Society has set nine key targets and three strategic breakthroughs for the 2026-2031 term. 

The congress appoints Mr. Phan Van Thang, Standing Deputy Secretary of the Dong Thap Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of Dong Thap Province, as Honorary President of the Dong Thap Red Cross Society. 

Addressing the congress, Mr. Nguyen Minh Thong, Standing Committee Member of the Central Committee of the Vietnam Red Cross Society and Head of its Inspection Board, praised the Dong Thap Red Cross Society for its outstanding achievements during the past term. He called on the Society to continue strengthening its role as the core force, connector, and coordinator in humanitarian work, while proactively advising local Party organizations and authorities on social welfare policies and expanding resource mobilization from businesses, organizations, and benefactors domestically and internationally.

Speaking at the congress, Mr. Dinh Van Dung, Standing Committee Member of the Provincial Party Committee, Standing Vice Chairman of the Vietnam Fatherland Front Committee of Dong Thap Province, highly appreciated the contributions of Red Cross organizations at all levels to the province’s social welfare efforts. 

He also urged the Society to further innovate its operations, accelerate digital transformation and information technology adoption, expand its volunteer network, and strengthen livelihood support, community healthcare, voluntary blood donation, and disaster response programs. He stressed the need for close coordination with the Vietnam Fatherland Front and socio-political organizations to ensure assistance reaches the right beneficiaries without duplication or omission, while developing a comprehensive beneficiary database for transparent, accountable, and effective humanitarian work. 

The Executive Committee of the Dong Thap Red Cross Society for the 2026-2031 term debuts at the congress. 

The congress elected the 1st Executive Committee of the Dong Thap Red Cross Society for the 2026-2031 term, comprising 36 members. It also elected a 10-member Standing Committee and a four-member Inspection Board. Ms. Dang Thi Thu Uyen was elected President of the Dong Thap Red Cross Society for the 2026-2031 term. 

The congress also appointed Mr. Phan Van Thang as Honorary President of the Dong Thap Red Cross Society. 

Delegates also elected a seven-member delegation, including six official delegates and one alternate, to attend the 12th National Congress of the Vietnam Red Cross Society. The congress concluded with the unanimous adoption of its resolution.

Outstanding organizations and individuals are honored at the congress. 


On this occasion, the congress honored outstanding organizations and individuals and paid tribute to former leaders of the Provincial Red Cross Society and Executive Committee members who were not re-elected.
