New Leadership: Le Hoang Quyet Heads Dong Thap Youth Union for 2025-2030 Term.
(DTO) On December 15, at the Provincial Conference Center in My Tho Ward, the official session of the 1st Congress of the Ho Chi Minh Communist Youth Union (HCYU) of Dong Thap Province for the 2025-2030 term was held.
Attending the Congress, on behalf of the Central Youth Union, were Comrades Nguyen Minh Triet, Standing Secretary of the Central Executive Committee of the HCYU and President of the Vietnam National Union of Students; and Nguyen Duc Nguyen, Deputy Head of the Youth and Children Affairs Commission of the Central Youth Union and Vice President of the Vietnam National Union of Students.
On the provincial side, attendees included Comrades Chau Thi My Phuong, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People’s Council; Pham Thanh Ngai, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; members of the Standing Committee of the Provincial Party Committee; representatives of the Provincial People’s Council, Provincial People’s Committee, and Vietnam Fatherland Front Committee; representatives of provincial departments and agencies; former leaders of the Provincial Youth Union across different periods; and 345 out of 350 official delegates, representing the trust, will, and aspirations of more than 114,000 Youth Union members across the province.

In his opening remarks at the official session, Comrade Nguyen Quang Minh, Vice Chairman of the Vietnam Fatherland Front Committee of Dong Thap Province and Secretary of the Provincial Youth Union, stated that Youth Union work and youth movements in the province in recent years have consistently received close guidance from the Provincial Party Committee and the Secretariat of the Central Youth Union, as well as strong support and favorable conditions from the Provincial People’s Council, Provincial People’s Committee, the Vietnam Fatherland Front Committee, departments, organizations, agencies, and enterprises both inside and outside the province.

Secretary Nguyen Quang Minh noted that Vietnamese youth continue to face numerous difficulties, challenges, and significant constraints against a backdrop of profound impacts from digital transformation domestically and internationally, along with global and regional instability.
These challenges place upon young people the mission to be proactive and pioneering in renewing thinking, continuously enhancing knowledge and resilience to turn difficulties into opportunities and competitive advantages, mastering science, technology and innovation; building a truly strong Provincial Youth Union that unites and mobilizes large numbers of young people, worthy of being a reliable reserve force of the Communist Party of Vietnam; and strengthening responsibility for the Ho Chi Minh Young Pioneer Organization, while actively participating in the protection, care, and education of children.


With the spirit of “Pioneering - Unity - Courage - Aspiration - Development,” Dong Thap’s youth are determined to effectively implement the spirit of the Five Pioneering movement, focusing on promoting science and technology development, innovation, and digital transformation, demonstrating courage, intellect, and aspirations for dedication, and contributing to the building of a prosperous, civilized, and thriving nation.

At the official session, the Congress heard a report on the results of the first working session; watched a documentary highlighting Youth Union work and youth movements in Dong Thap Province during the 2022-2025 period; listened to thematic presentations; received directive remarks from the Standing Committee of the Provincial Party Committee and the Secretariat of the Central Youth Union; announced decisions of the Central Youth Union on the appointment of the Executive Committee, Standing Committee, Inspection Committee, Secretary and Deputy Secretaries of the Dong Thap Provincial Youth Union for the first term (2025-2030), as well as the delegation to attend the National Youth Union Congress.

In her directive address, Comrade Chau Thi My Phuong praised and congratulated the notable achievements of Youth Union work and youth movements in Dong Thap Province in recent years.
To further promote comprehensive and strong development of Youth Union work and youth movements in the 2025-2030 term, she called on the newly appointed Executive Committee to focus on key priorities: the Youth Union, entrusted by the Party, must orient, support, and empower young people to pursue their ideals; diversify educational approaches; and innovate both content and delivery methods to suit different youth groups.
With young people accounting for 16% of the provincial population, the Provincial Youth Union was urged to swiftly develop solutions to mobilize the maximum number of young people into Youth Union activities and Youth Union-led core organizations, with a focus on selecting the right tasks, doing the right work, and achieving tangible, practical results that leave a clear mark.
The Provincial Youth Union was also encouraged to create favorable environments and conditions for young people to directly organize and participate in activities, ensuring that youth are not only present in all areas of provincial life but also actively engaged and making meaningful, practical contributions.
Ms. Chau Thi My Phuong called for greater focus on strengthening grassroots Youth Union organizations and Youth Union cadres, viewing this as a breakthrough task for the new term. Grassroots Youth Union organizations need to receive more substantive attention, including strengthening organizational structures, redefining tasks in line with local realities and youth conditions, and improving the quality of branch-level activities, particularly those in residential areas. The vitality and quality of activities at the branch level will accurately reflect the true strength of Youth Union organizations at all levels and of the HCYU of Dong Thap Province.
At the same time, greater attention must be paid to cadre development, as the quality of cadres determines the quality of movements. It is necessary to promptly identify and select outstanding, proactive, and reputable individuals among young people, those who have grown through youth movements, to assign tasks and introduce them for Youth Union leadership positions. Each Youth Union cadre must also be fully aware of their responsibilities and commitment to young people and to the Youth Union, uphold their image, integrity and ethical standards, and continuously strive for self-improvement and personal development.

Deputy Secretary Chau Thi My Phuong further emphasized the need to strongly innovate content and operational methods in a modern, practical manner closely linked to digital transformation. Youth Union organizations at all levels were encouraged to actively apply digital technologies in organizing activities, managing members, and connecting movements, thereby building the Youth Union into a truly dynamic and creative environment where young people can strengthen their resilience, contribute their intellect, and develop in a well-rounded manner.
Dong Thap’s youth must truly be at the forefront of building digital government, a digital economy and a digital society; actively participate in the development of green and smart agriculture; innovate production methods linked with environmental protection and climate change adaptation; and uphold a strong sense of responsibility in maintaining public order and social safety, while proactively contributing to the building of a strong all-people national defense.

Mr. Nguyen Minh Triet, Standing Secretary of the Central Executive Committee of the HCYU and President of the Vietnam National Union of Students, proposed that in the new term, the Provincial Youth Union should focus on implementing five key groups of tasks. It should continue to strongly renew youth education efforts to inspire ideals, resilience, and aspirations for advancement among the youth of Dong Thap. Communication and outreach activities must be innovated in both content and approach in a modern, vivid and engaging manner, so that each message and each Youth Union activity truly exerts a strong influence on young people’s awareness.
It is also necessary to promote the fine values of Dong Thap, namely purity, resilience and compassion, as a foundation for nurturing a generation of young people who “live beautifully, live usefully and live responsibly,” with strong resilience and aspirations.
The quality of revolutionary action movements should be enhanced in a more substantive, in-depth and sustainable manner. Youth Union organizations need to continue to inspire the pioneering role of young people in digital transformation, environmental protection and climate change adaptation, as well as in the development of clean agriculture and the circular economy, thereby creating clear and tangible changes starting from the grassroots level.
Activities must be designed in close alignment with local realities, tailored to specific characteristics, target groups, and areas, so that movements are not only widespread but also profound, not only vibrant but also sustainable.
At the same time, practical solutions should be implemented to care for and support young people. Special attention and resources should be devoted to disadvantaged youth and children, young workers, ethnic minority youth, young people in remote and disadvantaged areas, and students facing difficult circumstances.

The Youth Union organization should fully play its role by closely coordinating with agencies and units, mobilizing all available resources, and implementing companion programs to support young people in entrepreneurship and career development, directly contributing to the goal of developing a young workforce for Dong Thap that is knowledgeable, skilled, and aspirational.
Coordination with universities, vocational education institutions, associations and enterprises should be strengthened to organize programs, practical activities, career-oriented forums, and the transfer of soft and digital skills. Experiential activities linked to lotus culture, the Sa Dec Flower Village, and ecological agriculture models should be maintained and expanded, creating favorable environments for young people to learn, train, and master new technologies.
Career orientation should be focused on sectors aligned with the province’s development needs, including smart agriculture, the digital economy, trade and services, logistics, and eco-agricultural tourism. At the same time, the Youth Union should further promote its “bridging” role in supporting employment and entrepreneurship.
A comprehensively strong Youth Union organization should be built, with enhanced adaptability and operational effectiveness in the new development phase. Working methods must be fundamentally renewed to become more scientific, proactive and responsive to the province’s digital transformation requirements. Youth Union cadres at all levels should be strong, pioneering, close to the grassroots, understanding and engaging with young people, willing to take on difficult tasks and responsibility, and continuously improving their professional expertise, operational capacity, and movement-organizing skills.
Youth Union cadres of Dong Thap in the new era must be technologically proficient, possess innovative thinking, and have sufficient capacity to fulfill the requirements and tasks of youth work in the new revolutionary period.

At the Congress, representatives of the Central Youth Union announced decisions of the Secretariat of the Central Youth Union on the appointment of the Executive Committee of the HCYU of Dong Thap Province, consisting of 39 members; the Standing Committee with 12 members; and the Inspection Committee with 9 members. Comrade Le Hoang Quyet was appointed Secretary of the Provincial Youth Union for the first term (2025-2030), with Comrades Huynh Tan Thanh and Mai Minh Luan appointed as Deputy Secretaries. The delegation to attend the 13th National Youth Union Congress for the 2026-2031 term was also appointed, comprising 16 official delegates and 4 alternate delegates.

On this occasion, the Congress expressed gratitude to 63 former members of the Provincial Youth Union Executive Committee who are not participating in the new-term committee; commended 30 Youth Union cadres, members and young people; and awarded commendations to 37 collectives and 11 individuals for their outstanding contributions to Youth Union work and youth movements in Dong Thap Province during the 2022-2025 period.
At the same time, Phung Nguyen Garment Co., Ltd. presented symbolic plaques donating 10,000 volunteer youth T-shirts and 10,000 national flags worth 1.7 billion VND; Tien Giang Lottery Co., Ltd. donated symbolic plaques for the construction of two “Great Solidarity Houses” worth 120 million VND; and Dong Thap Lottery Co., Ltd. donated two houses for disadvantaged children and young people worth 120 million VND.

The Congress also unanimously adopted the Resolution of the Provincial Youth Union Congress for the 2025-2030 term. Accordingly, the goal of the new term is to build a comprehensively strong Youth Union organization that truly serves as a reliable reserve force of the Party, a revolutionary pioneering force, and a socialist school for young people; to continue renewing content and operational methods to meet the development requirements of Dong Thap toward rapid industrial growth, pioneering ecological agriculture, modern rural development and modern farmers; to rank among the leading localities in the Mekong Delta, with improved living standards, progressive socio-cultural development, and ensured national defense and security.
The province aims to build a new-generation youth force with revolutionary ideals, patriotism, resilience, ambition, and good ethics; with broad knowledge, strong physical health, and a rich cultural identity aligned with the distinctive values of “compassion, dynamism, and creativity,” contributing to the building and safeguarding of the country.
